CLP Regulation

What is the CLP Regulation?

The CLP Regulation is an EU legislation that governs the classification, labelling, and packaging of chemical substances and mixtures. CLP stands for Classification, Labelling and Packaging. The purpose of the regulation is to ensure that hazardous chemicals are properly identified and clearly communicated to users through standardized hazard symbols and warning statements.

The CLP Regulation is based on the United Nations’ Globally Harmonized System of Classification and Labelling of Chemicals (GHS) and aims to harmonize chemical safety within the EU, facilitating trade while protecting human health and the environment.

The CLP Regulation therefore includes:

  • Classification: Chemical substances and mixtures must be classified according to their hazardous properties, such as being flammable, toxic, corrosive, or hazardous to the environment.
  • Labelling: Products containing hazardous chemicals must be labelled with hazard pictograms, warnings, risk phrases, and safety instructions. This helps users understand the risks associated with the products and how to handle them safely.
  • Packaging: Hazardous chemicals must be packaged in a way that protects users and the environment. This includes requirements for child-resistant closures and tactile warnings for people with impaired vision.

The CLP Regulation and Labelling

If you place products containing chemicals on the market, you must inform product users about the risks and how they can protect themselves and the environment. This information must always be provided on the product label. This labelling is regulated by the CLP Regulation (EC) No 1272/2008.

All suppliers, manufacturers, importers, distributors, and retailers are responsible for ensuring that the product labelling is correct, both in content and appearance. For professional users, more detailed information must also be provided in the safety data sheet. The rules governing safety data sheets are set out in the REACH Regulation.
