What is SCIP?
SCIP is a database developed by the European Chemicals Agency (ECHA). The database collects information about substances of very high concern (so-called SVHCs) contained in articles. SCIP stands for Substances of Concern In articles, as such or in complex objects (Products). The rules are laid down in the EU Waste Framework Directive (2008/98/EC). Consumers also have access to the information in the database and can use it to actively avoid products containing substances of very high concern.
What is the purpose of SCIP?
The purpose of SCIP is to promote the EU’s goal of achieving a non-toxic circular economy. The presence of hazardous substances in articles can make waste unsuitable for recycling, which is why it is important to know where such substances are found. The SCIP database provides information on the presence of SVHCs in an article throughout its entire life cycle. Consumers also have access to this information, allowing them to avoid products containing substances of very high concern.
What must be reported and by whom?
Manufacturers, distributors, and importers who place an article on the market must submit information to the database if the article contains more than 0.1% by weight of an SVHC. Since January 2021, it has been mandatory to report such articles to the database. You are not covered by this requirement if you import a product for personal use or if you are a retailer selling directly to consumers. However, you must report if you import products from countries outside the EU/EEA.
